You can of course use the Sound Recorder which comes with Windows as a standard item. However, you can also download a free tool called "Audacity" which will allow you more freedom to edit your sound file.

A simple audio file can be enhanced by the use of intro/outro/background music - you need to remember though that the use of music is subject to an appropriate PRS (in the UK) licence unless the music has been provided to you in a licence that is royalty free and public domain.
